I notice your iPhone is running the very latest version of iOS(13.4). This could likely be the issue.
Even when working on macOS with XCode, the iOS SDK on the iPhone needs to be supported by the XCode version you are using to be able to debug with it.
I'd imagine (especially on Windows) you are limited by whatever version of the iOS SDK the AIR SDK was built with (unless you can use the -platformsdk option on Windows? not sure never tried using Windows for iOS development myself).
Do you have an iOS device laying around that is running iOS 12 or an earlier version of iOS 13 to test?
