if your AIR app do not use Stage3D you will have an option to not embed/use/depends on that MoltenGL dependency
No, this is not what harman meant as an alternative solution and is underpinned by the uncertainty of even getting a license, as pointed out. Potentially they would be releasing ios/macos sdk without any gpu pipeline (and no MotenGL) and this is confirmed today in the issue tracker thread....nice try...

A license for 20 developers cost 20,000$ How much do you think a license to allow Harman to distribute carte blanche to an undisclosed amount of developers and free tier users would cost? My guess is that its magnitudes higher than the combined revenue from all purchased AIR licenses right now. Lets quit dreaming.
As far as whether apple will actually remove opengl in ios14 and 10.16 is not 100% for sure. They announced its depreciation at WWDC in 2018, and then issued a stark warning to developers to migrate "NOW", at WWDC in 2019.
