Your code won't compile. At least it didn't work for me, had to downgrade to Xcode 7 with iOS 9.3.

I just built a couple of apps using AIR 23 without error. Are you using any ANEs? I'm not, so I wonder if that's the difference.
I have plenty of ANEs . Intellij gave the error about file "!tapi-tbd-v2". And something along the lines that iOS sdk must be linked as iPhoneSDKx.x . Really strange. Was working fine on Xcode 7 with iOS 9 and now this.
Have you tried using the ld tool from Xcode instead of the one shipping with AIR SDK? Something similar was happening when iOS 9 came out.
ah, ANEs are compiled with a specific SDK like iOS 9.0. You'll have to update your ANE.

I wonder if IntelliJ thinks that 10.0 does not follow the x.x pattern because it's an extra digit before the dot. I accidentally had a Feathers bug with the same mistake.
I have latest Intellij. I can't believe they would let this one slip through since iOS 10 dev SDK was available for at least a month.

You can use this workaround to package your app with iOS 10 sdk.
First, check the version of your system ld through the command: /usr/bin/ld -v
It should be ld64-274 for Xcode 8.
If it’s not, you need to upgrade the system ld to understand the tbd files. In case of multiple Xcode installed on your system, you can follow the below instructions to resolve the issue:
1. Go to the Xcode Preferences.
2. Click on the Locations tab
3. Change the Command Line Tools option to Xcode 8.0
Now check your system ld version, it should change to ld64-274.
Also copy paste this updated system ld to AIR SDK location /AIRSDK/lib/aot/bin/ld64/ and rename it to ld64.
Now restart your Flash Builder and try to build your app, it should work now.
I have found updating the linker in AIR 23 to work with most of our ANEs so far.
