@skizzo: I've had a similar issue, the scroll was just way too fast for what I needed.
Just like Al_Birdie mentioned, you'll need dig into the Scroller class. You can create a new class and extend Scroller and modify the FRICTION value. This will decrease the speed after its thrown. I think this is what you are looking.
There are also other areas that I looked into to get my results
Look at the stage_touchHandler function, look how the VELOCITY_WEIGHTS are used, they kind of fluctuate, meaning the values change over time.
Adding a FRICTION of 0.995, a steady Velocity Weight of 1.33 worked for my case.
* I tightened up the elasticity as well.
