I would think that if you have a HDR display connected to a device outputting SDR the display will be able fake it by e.g. expanding the dynamic range. It is fake though, and will highlight the limitations of the input in many cases: gradients will still be eight bit, and will be even more obvious if their dynamic range is expanded, looking worse not better than SDR.
If you really need HDR output you have two options. Explain why you want it, for which platforms and devices, so Adobe have reason to consider it. I am not sure there would be much demand for it but I could be wrong. Or use something other than Starling/Flash/AIR.
