I think we can agree that randomly removing ANEs is not an option for production apps. They don't really grow on trees in this eco system.
The linked ticket doesn't make much sense. People seem to confuse the issue with "can't compile on windows". You can build the app just fine, Apple refusing the binary though.
That is also not a windows issue, but the ANEs having a too low min sdk in their manifests.
Even distriqt core ANE (which is used by 90% of Distriqt ANEs) is using min version 7.
So if you're using any Distriqt ANEs you can stop the search as you'll be unable to fix it without an update from them.
