I'm not sure I understand the question completely, Vladimir. Do you want to know how to "cut out" part of a texture? For that, you can use "Texture.fromTexture()" (which creates a SubTexture), or modify the texture coordinates of your images/quads (via "setTexCoords()"), or even via "image.tileMap".
In each case, only the original texture will take up texture memory. The SubTexture just references that base texture; and the quad/image will just adapt texture coordinates.
