I see from the API for TextInput that it has an "error state", but I don't see how to use it. Is this something intended to be used during form validation? How does the error state work/when do we trigger it?

Yes, it's meant for things like form validation. You can put the TextInput into its error state by setting the errorString property. Return things to normal by setting the errorString back to null.
When the TextInput is in the error state, a different background may be displayed, and when it is focused, the errorString will be shown in a TextCallout.
