Let me introduce my new project: NrgParticleSystem
I started developing it some years ago but I really didn't have much time for coding in my free time, therefore it took a bit too much to finish
If you are just curious or want to experiment, give it a look. I think the editor is really excellent for any particle needs (and it's FREE).
In addition to the free version, I'm selling a Pro version that adds a screen recording tool for creating more complex effects and export frames as sprite sheet.
I haven't much experience on Starling (sorry), but I managed to do a shallow integration (particles are simply rendered last)

It supports following rendering modes:
It offers all the basic features like Scale, Rotation, Forces, Alpha, Coloring, Blend modes, and:
Physics (via Box2d integration)
Per particle multi directional Motion blur. (CPU only mode)
Sinusoidal particle movement.
Support for animated particles via sprite sheets.
Pre-rendered particles rotation used in conjuction with CopyPixel rendering method.
Non uniform scale
